The Ningxia Hui autonomous region has witnessed 1379 commercialization of scientific and technological achievements, further integrating the innovation, industrial, capital, and human chains during the 14th Five-Year Plan (2021-25).
The proportion of enterprises above a designated size engaged in research and development activities has reached 33.6 percent, ranking first in Northwest China.
Ningxia has further implemented a tiered talent development program to enhance the core competitiveness of its enterprises. As of September 2025, enterprises in Ningxia have led 38.4 percent of projects, winning awards for advancements in scientific technologies.
The region has also pursued technological breakthroughs in key competitive industries, including modern coal chemicals, new materials, and clean energy. It has developed a range of first products, driving industrial upgrading.
To improve its supportive ecosystem, Ningxia has continued to expand investment in science and technology, with its research and development spending now ranking fourth in Western China.
Furthermore, it has taken measures to attract over 10,000 talents from outside the region and to improve the structure of academic disciplines, thereby providing intellectual support for industrial development.
