According to the documents, 10 measures will be rolled out to promote the integrated development of Hohhot, Baotou and Ordos.

The measures are adaptable to Hohhot, Baotou, Ordos and Horinger New Area to exploit regional complementary advantages to yield win-win results. Hohhot is the capital of Inner Mongolia and Horinger New Area, which covers 496 square kilometers, is located in Hohhot. Baotou is the largest city in the region and Ordos has the region's fastest economic growth rate.

Following are the major contents of the measures focused on 10 areas.

1. Cooperative industrial development 

Inter-regional industrial collaboration parks or alliances are encouraged to jointly develop a unified mechanism for investment, development and tax.

Firms in the area are encouraged to cooperate more closely in deep processing of products.

A unified tourism system will be promoted, including a unified development outline, tour guide, serial measures and a website.

2. Infrastructure interconnection

An all-in-one card will be launched for public transport. The number of taxi stands will be increased in public transport hubs.

Transport hotline services for consultations, complaints and emergency events will be provided.

3. Ecological environment protection

A coordinated environmental protection mechanism which includes environmental access, pollution control, and environmental supervision and management, will be improved. A joint control mechanism to protect surface drinking water in the Yellow River Basin and other major rivers running through the area will be launched.

4. Co-building and sharing of public services

The household registration systems in Hohhot, Baotou and Ordos will be unified. Residents will be entitled to change information on their household registration when migrating from one city to another.

Equal sharing of social security services will be promoted and social insurance management methods will be unified.

Integrated and coordinated development of public services will include community services, social security, public safety and social credit.

5. Talents and technological innovation

High-caliber talents recognized by the governments in Hohhot, Baotou and Ordos will be granted housing and living subsidies. Their children will enjoy the same treatment in education as local residents. 

High-caliber talents needed in the areas can apply for a local residence permit and enjoy the same treatment as local talents. 

A flexible employment system will be piloted among government bodies and institutions that used to implement a lifelong employment system. 

6. Fiscal support

A special government fund will support major tasks in the integrated development of Hohhot, Baotou and Ordos. 

7. Financial support

Banking institutions in the area will be encouraged to apply for permission to make direct loans from their head offices, relax credit approval and give more space to business innovation.

Small loan companies and financing guarantee companies under good management will be allowed to conduct businesses for integrated development in the area.

8. Land use

Land transfer fees for major construction projects in the area will be determined according to the provisions of the minimum standard price policy for national industrial land. 

For major projects with total investment of more than 1 billion yuan ($150 million) (excluding land-use fees) and fixed assets investment per 0.067 hectares of more than 5 million yuan, the regional government will arrange a land-use index of new construction works.

9. Optimizing the commercial environment 

National economic and technological development zones and high-tech industrial development zones in the area will be granted league-level economic management authority within reasonable limits.

General recognition will be actively promoted in the areas of administrative licensing, industrial and commercial registration, fire safety, industrial product inspections, construction engineering inspections, and food and drug inspections.

Government administrative service items, approval criteria and online processing will be unified.

10. Openness and cooperation

The digital construction of Mandula Port will be positively promoted, the Ordos Comprehensive Bonded Zone has started operations, and application will be made for the construction of the Hohhot railway port.

The policies, platforms and mechanisms for inviting outside investment in the area will be unified.

The area will also explore a cooperation model with China’s developed areas in co-building industrial parks, co-managing projects and sharing profits.
