Wang Zhen: Solve talent introduction difficulties in West China

Wang Zhen, a deputy to the first session of the 14th National People's Congress and chairwoman of the Ordos State-owned Assets Investment Holding Group Co, made a suggestion to solve the difficulties involved in introducing talent to West China.
Wang said, "The only way to build a modern industrial system, achieve high-quality development, and boost traditional manufacturing transformation and upgrading is through the development of high-end, intelligent, and green manufacturing." Wang went on to state that factors such as technology and talents are at the core of achieving this goal.
Wang believes that since the implementation of the West China Development strategy, the region has vigorously developed regional advantageous and characteristic industries by relying on its abundant resources and local conditions. In doing so, it has achieved rapid social and economic growth.
However, in the process of extensive growth, West China's weak scientific and technological foundation and its shortage of R&D talent have become more evident.
To solve such problem, Wang suggested that the governments of western provinces and autonomous regions take the lead in building scientific and technological innovation clusters in core areas, support the cooperation between enterprises and foreign scientific research institutes, and introduce internationally-advanced enterprises and high-level talent teams into key industries.
Wang said that scientific research projects, platforms, talents, policies, funds and other essential resources should be well planned out. High-end talents from other places should also be afforded opportunities to win scientific and technological innovation awards, scientific research subsidies, and other such achievements.
