Ordos records 5.1% economic growth in 2025

The fifth session of the Fifth Ordos Municipal People's Congress opened on Jan 26 at the Ordos International Convention and Exhibition Center. Deputies from all sectors gathered to deliberate on development priorities, build momentum for a strong start to the 15th Five-Year Plan period (2026-30), and advance Ordos’ path toward Chinese modernization.

Reviewing the work done in 2025, the city reported steady economic and social progress. Its regional GDP reached 612.22 billion yuan ($87.90 billion), up 5.1 percent year-on-year. Newly grid-connected new energy capacity in the city totaled 6.55 million kilowatts, bringing the total installed capacity to 27.79 million kW – ranking first in the Inner Mongolia autonomous region. Total R&D spending rose 22 percent.

The sixth phase of the Three-North Shelterbelt Forest Program was advanced with 19.05 million mu (1.27 million hectares) completed. Construction began on the long-planned S27 Hohhot–Ordos Expressway (Ordos section), and the city's 12 urban "dead-end" roads were opened. Its spending on people's livelihoods accounted for 71.7 percent of general public budget expenditures, with all 10 key livelihood initiatives fulfilled.

Looking ahead to the 15th Five-Year Plan, Ordos has set major targets including average annual GDP growth of about 4.5 percent, income growth in step with economic growth, and completion of assigned carbon-intensity reduction tasks.

By 2030, the city aims to further improve its ranking among China's top 100 cities by economic size, maintain nationally leading GDP per capita, and remain among the top tier of cities in central and western China in terms of overall strength and residents' disposable income.

For 2026, its key expected targets include GDP growth of around 5 percent, value-added growth of industrial enterprises above designated size of about 6.5 percent, fixed-asset investment growth of about 8 percent, and total retail sales growth of around 5 percent.
