Qingdao goes all out to attract talent

Qingdao, Shandong province issued a three-year action plan (2024-26), along with a corresponding list of key tasks for this year, on July 1, aiming to attract more young talent.

The plan sets the overall goal of striving to attract over 450,000 young talents by 2026, with the proportion of young people in the city's workforce maintained at around 70 percent.

Centering on the city's key industrial chains, Qingdao plans to offer more than 1,000 high-quality internship positions to young people. In conjunction with the talent demands of 100 key talent attraction and intelligence projects at the municipal level, there is expected to be demand for around 40,000 positions involving 26 municipal key construction projects and 11 leading enterprises in the chains. Two-hundred key enterprises throughout the city are expected to provide nearly 2,000 internship and training positions of various types, which are expected to attract over 4,000 young students.

According to the plan, Qingdao will also provide tailored services for people who start businesses in the city, including rent reductions, entrepreneurial incubation, policy consultation, and project roadshows.

The local government will also provide zero-interest loans of up to 300,000 yuan ($41,245.5) for individual entrepreneurs and up to 990,000 yuan for groups of entrepreneurs for college graduates in the entrepreneurship group, according to the plan.

In addition, the local government will offer up to 12 days of free accommodation to graduates from other cities' universities seeking employment in Qingdao. For newly employed young talent, the city will provide low-cost, high-quality rental housing services.
