Qingdao's reforms fuel business-friendly rise
Qingdao has secured its place as a national top-10 annual business environment innovation city, a landmark achievement that makes it the first in Shandong to be honored in the report.
In recent years, Qingdao has prioritized improving its business environment as a cornerstone for high-quality development. By addressing pain points for businesses and citizens, the city has launched the "Easy Qingdao" administrative service initiative.
This reform has standardized and streamlined processes, ensuring that all offline services are handled at one site and all online services through one online portal. The city has efficiently implemented 36 key national initiatives, slashing the average processing time by 80.4 percent. These efforts have significantly boosted the city's core competitiveness.
Since 2019, Qingdao has introduced over 60 reform tasks. It has consolidated more than 120 previously scattered items from 18 departments into just 48, creating an efficient project approval system. The total approval timeline for construction projects has been drastically reduced from 200 working days to 60.
Social investment projects can now start construction in as little as five days, with combined approval procedures completed within 12 days. For industrial projects, this acceptance can be finalized in just three days.
Through these consistent, enterprise-focused reforms, Qingdao has fostered a stable, transparent, and predictable development environment, effectively stimulating the vitality and innovation of its market entities.
