Li Zhiqiang: Dedicated to enhancing elderly care services

Li Zhiqiang, a member of the Standing Committee of the Shanxi Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and vice-chairman of the Shanxi Provincial Committee of the China National Democratic Construction Association, was deeply moved by the struggles of elderly individuals living alone during a rural research visit.
This experience has prompted him to frequently visit community eldercare institutions and rural nursing homes in cities such as Taiyuan, Datong, and Shuozhou, engaging in discussions with caregivers and the elderly.
Throughout 2025, Li consistently focused on elderly care, making it a priority in his official duties. He submitted nine proposals, three of which specifically addressed eldercare. His proposals, such as "embedded elderly care" and the "15-minute service circle", emphasize advancing age-friendly urban renewal and promoting the construction of community eldercare facilities.
These proposals quickly drew the attention of relevant authorities. When Shanxi developed its 15th Five-Year Plan (2026-30) for elderly services, it incorporated Li's ideas on achieving comprehensive coverage of care institutions for the disabled at the county level and establishing regional eldercare service centers.
Li not only advocates for developing the "silver economy" in resource-based economic transitions but also inspires grassroots organizations to research elderly care. To him, eldercare is a complex, long-term endeavor, and the role of a CPPCC member is to bridge policy, market, and societal efforts to address care issues.
