Yangquan city in North China's Shanxi province has recently introduced new measures aimed at enhancing talent development and innovation. The new Talent Policy includes 20 policies across five key areas, focusing on attracting, retaining, and nurturing talent. This will support the city's economic and social needs in sectors such as healthcare and education.

Key initiatives include creating a direct pathway to Yangquan for high-level talent and encouraging the return of skilled professionals to the public sector. The policy also promotes the flexible movement of technical staff members between public institutions and enterprises, with incentives like project-based pay and annual salaries to attract top talent.

Yangquan will prioritize 16 types of platforms to support innovation, including newly recognized provincial and national academicians' workstations and postdoctoral research stations. The city also plans to establish recognition reward programs like "Yangquan Craftsman" and "Yangquan Rural Craftsman" to encourage the development of young scientific talent.

Yangquan aims to create a comprehensive talent management system led by the Party, with coordinated efforts from various departments, ensuring a robust talent development and innovation framework.
