Shenyang develops as regional cultural, creative center

Shenyang city, capital of Northeast China's Liaoning province, will develop its cultural and tourism industry during the 14th Five-Year Plan period (2021-25), so as to become a regional cultural and creative center and a top cultural and tourism city. 

According to Shenyang municipal bureau of culture, tourism, radio and television, the city will promote the development of its cultural and creative industries.

It will encourage the further integration of culture with technology, finance, creativity and e-commerce. The city will also support the development of emerging industries such as animation, game, performing arts and exhibition, film and television, digital culture and advertising media. 

It has already identified and planned 25 key related projects, with a total investment of 20.2 billion yuan ($3.09 billion). 

Shenyang will increase the supply of high-quality cultural and tourism products. It will improve the efficiency of its cultural and tourism services – as well as explore, protect, pass on and better utilize local culture in the five years to come. 

To achieve these, the city will further investigate archaeological resources, carry out active archaeological digs and conduct research to provide local historical context. It will implement cultural relic restoration programs, art creation and promotion projects and brand building for the performing arts, featuring the integration of culture with tourism.

Meanwhile, the city will develop historical and cultural tours, red cultural tours, industrial cultural tours, natural sightseeing tours and expand its ice and snow tourism.

It will systematically transform and upgrade its tourist attractions, such as developing Shengjing Imperial City as a national 5A-rated scenic spot, Shenbei New District as a national all-for-one tourism demonstration zone and constructing a national tourist resort in Qipan Mountain. 

In addition, four-season tourism marketing by the Shenyang economic area will be augmented, to further enhance the city's tourism profile and image.
