Established in 1988, the Tianjin Binhai High-tech Industrial Development Area was approved as one of the first national-level high-tech zones by the State Council in 1991. In 2014, it was designated as a national independent innovation demonstration zone. The area comprises Huayuan Science and Technology Park, Marine Science and Technology Park, and Bolong Lake Science and Technology Park, covering a planned area of 100 square kilometers.

With the goal of "building an upgraded version of the national independent innovation demonstration zone" and "creating a first-class technology city in northern China," the area has formed a high-end industrial system centered around the information technology industry and supported by the new economy service sector, biopharmaceuticals, new energy, and high-end equipment manufacturing. Efforts are being made to develop the "China Information and Innovation Valley" and the unique "Cell Valley" in the Beijing-Tianjin-Hebei region.

The construction of key projects such as the Haihe Laboratory of Information Technology Application Innovation, Haihe Laboratory of Cell Ecosystem, Haihe Laboratory of Brain-Computer Interface and Human-Computer Integration is being accelerated. The area has attracted a group of strategic emerging industries represented by Sugon, Phytium, Kylinsoft, and 360, nurtured leading companies such as Yunzhongtong, Toutiao, and Tencent. It has also gathered a number of high-end research institutions, including the Fifth Academy of Aerospace, the Eleventh Academy of Aerospace, the 18th Institute of China Electronics Technology Group Corporation, the Advanced Research Institute of the Chinese Academy of Sciences, Zhejiang University Binhai Research Institute, and the Institute of Advanced Technology.

As a result, the areahas become a region with abundant innovation resources, the largest number of independent intellectual property rights, and the greatest potential for economic growth in Tianjin. Efforts are ongoing to build an upgraded version of the national independent innovation demonstration zone and create a first-class technology city in northern China.

In 2022, the GDP of the High-tech Area grew by 7.7%. It is estimated that there will be 2200 national high-tech enterprises, with 1906 of them admitted to the national-level science and technology business incubators, accounting for slightly more than one-sixth of the total in the city. The area is home to 1,076 emerging enterprises, approximately one-fifth of the total in the city, and 71 high-growth enterprises, nearly one-sixth of the total. There are 55 technology-leading enterprises, accounting for nearly one-fifth of the total in the city.

Notably, Fast Dog Taxi was listed on the Main Board of the Hong Kong Stock Exchange, and Hygon Information was listed on the Science and Technology Innovation Board. The cumulative number of technology-based listed companies reached 14, accounting for over one-fourth of the total in the city. The High-tech area continues to lead the city in key innovation indicators, cementing its role as a hub for economic growth and technological advancement.
