Fully carrying out the requirements of "Three New and One High", Zhangye City attaches equal importance to the existence quantity, new increments, better quality, enhanced capacities, and expanded total amount of eco industries. The city highlights four orientations in the development of eco industries— to serve the national strategies, to give play to the comparative advantages, to satisfy the market needs, and to optimize the regional layout. Efforts will be put into the extraordinary planning, park layout, all-round support, chain development, and systematic construction of eco industries, mainly focused on the comprehensive energy and equipment manufacturing, new materials, intensive processing of agricultural and livestock products, fine chemicals, intelligent manufacturing, data and information. By accelerating the development of industrial parks, bringing in leading enterprises, reshaping industrial chains, gathering clusters, and building up potential capacities, Zhangye City makes every effort to build an eco-industrial system with its characteristics.

After three years of unremitting efforts, the city has taken concrete measures in developing industrial clusters, transforming traditional industries, and advancing advantageous fields. It continues to build industrial foundation, optimize industrial structure, upgrade industrial foundation, and update industrial chain. The city also strives to increase leading industries, implement major projects, develop industrial clusters, expand enterprise chain, and boost green transformation. By 2024, Zhangye aims to double the total industrial added value and quadruple the total industrial fixed asset investment. The average annual growth rate of the city's industrial added value above designated size will be over 15 percent and the total amount will reach over 10 billion yuan; and the average annual growth of industrial fixed asset investment will rise over 60 percent, with a total amount of 20 billion yuan. The proportion of industrial added value in GDP will be increased to over 15 percent, and the proportion of industrial tax revenue in tax revenue will be up to over 25 percent.
