The Tianhe district bureau of industry and information technology recently issued the district's work plan to implement the eight measures for innovation-driven development in 2021.

The plan put forward that the number of high-tech enterprises above designated size in the district will exceed 1,100 by the end of 2021. An industrial enterprise above designated size refers to one that has an annual operation revenue surpassing 20 million yuan ($3.09 million).

Among them, Tianhe will select 100 enterprises to establish a key high-tech enterprises database to provide better services.

The district will also promote the development of the urban industry, which was listed as one of the leading industries in the district's 14th Five-Year Plan (2021-25). It will strengthen urban renewal and reduce the costs of electricity, gas, land use, financing, and data use for urban industry enterprises.

Universities and research institutes in the district will be supported to set up innovation platforms like national key laboratories, joint laboratories in the Guangdong-Hong Kong-Macao Greater Bay Area and provincial-level laboratories, according to the plan.

Relying on leading enterprises, Tianhe will build a number of engineering technology research centers at all levels, and do a good job in establishing academician or expert workstations.

The district also encourages technology transfer institutions and technology managers to participate in the transformation of scientific and technological achievements. It will try to train over 1,000 intellectual property talents every year by cooperating with universities in the district.

The number of national-level incubation and breeding carriers is expected to exceed 30 by the end of 2021. A science and technology enterprises incubation innovation belt containing mass innovation space, an incubator, an accelerator, an industrial park, a provincial high-tech zone, and a national high-tech zone will be constructed.

In addition, the plan proposed that Tianhe will attract more high-quality innovation resources by making use of two brand building events, the Guangzhou T-Hero International Innovation and Entrepreneurship Competition and the Guangzhou International Innovation Festival.
