The "3+X" mediation method, innovated by the Tianhe South Justice Office under the Tianhe district justice bureau, has increased the success rate of conflict mediation at the Tianhe South neighborhood from 92.3 percent to more than 98.6 percent.

The "3" in the "3+X" working mechanism refers to the justice office, police stations, and law offices while the "X" means Party representatives, NPC deputies, CPPCC members, functional government departments, professional mediation organizations, college volunteer teams, judge assistants, and so on. The mechanism built a three-level platform integrating neighborhoods, sub-districts, and communities.

In addition, the Tianhe South Justice Office used this mechanism to resolve the rent reduction problems of more than 200 merchants, as well as the fee refunding problems related to training institutions, apartment rent, and real estate enterprises since the outbreak of the COVID-19 epidemic.

The "3+X" mediation working mechanism is currently being promoted throughout Tianhe district. It was selected in the 2021 Guangzhou reform and innovation experience copy and promotion list to be promoted around the city.
