Guangzhou's Tianhe district was recently included in the first batch of law-based government construction demonstration areas in Guangdong province.

In recent years, Tianhe has achieved remarkable results in building a law-based government. It was designated the demonstration district for the building of the Peaceful China initiative for the 2017-20 period, and has been evaluated as excellent for three consecutive years in terms of "law-based Guangzhou construction."

The district has taken the lead in Guangzhou to fully offer legal counsels at the district, sub-district, and community levels. It has also realized the full coverage of administrative reconsideration acceptance sites in sub-districts.

It launched the nation's first "intelligent advisory hotline + 5G message" platform along with the online government affairs service system, allowing citizens to handle high-frequency and pressing issues online. The Tianhe special zone on the "Sui Hao Ban" app was established, offering online services for 229 government affairs.

The district has been promoting the construction of the high-end area of the Guangdong-Hong Kong-Macao Greater Bay Area central legal district in Guangzhou. There are currently 277 law firms in the Tianhe central business district (CBD), accounting for 33 percent of Guangzhou's total.

It also established the city's first community-level foreign public legal service room, set up 11 legal service consulting sites in its clothing wholesale markets, and launched the first district-level legal aid expert committee in Guangzhou.

The innovative "3+X" mediation method that was fostered by the Tianhe South Justice Office, in which the "3" refers to the justice office, police stations, and law offices, while the "X" refers to Party representatives, NPC deputies, CPPCC members, functional government departments, professional mediation organizations, college volunteer teams, and judge assistants, was included in Guangzhou's reform and innovation experience copy and promotion list in 2021.
