Tianhe devoted to promoting sci-tech innovation

Guangzhou's Tianhe district is seeking public opinion about its measures undertaken in the cultivation of scientific and technological innovation.

They're aimed at enhancing its capacity for independent innovation and promoting the development of new quality productive forces.

Universities, scientific research institutions, medical institutions, and social organizations in the district are being encouraged to offer proof-of-concept services for the commercialization and transformation of sci-tech achievements.

Those who are granted the title of "Guangzhou Proof-of-Concept Center" can get a one-time grant of up to 300,000 yuan ($41,399).

A bonus of 100,000 yuan, 50,000 yuan, or 30,000 yuan will be given respectively to provincial-level specialized, refined, characteristic, and novel small and medium-sized enterprises (SMEs) that settle in Tianhe.

What's more, those levels of grants can also go to tech SMEs that get more than 2 million yuan of financing in the past three years and have revenue growth of over 20 percent in the previous year.

No more than 10 carriers that get rated as Tianhe Quality Innovation, will be granted a maximum reward of 300,000 yuan each.

Trademarks that are recognized as National Famous Brands and realize industrialization in Tianhe will be given one-time support of up to 500,000 yuan. Those included in the provincial list of key trademark protection will get 30,000 yuan.

A maximum of 1 million yuan will be awarded to enterprises that are classed as national "little giants" in the previous year, as well as national little giants that move to Tianhe from outside Guangzhou city.

Little giant enterprises are those specializing in niche industries that apply cutting-edge technologies and have very strong growth potential.

Enterprises above a designated size – ones with annual sales over 20 million yuan – that have an annual R&D investment of more than 20 million yuan and have positive growth in R&D expenditure will be given a grant equal to 3 percent of the increasing part of the R&D expenditure.

A maximum of 1 million yuan will be granted to enterprises that are recognized as provincial-level specialized, refined, characteristic, and novel enterprises – or laboratories, engineering and technological research centers, and postdoctoral workstations at the provincial level or above.

The district also supports establishing industrial accelerators, where leading enterprises can drive the development of SMEs. A maximum of 1 million yuan will be given to one industrial accelerator each year.
