Xu Ruixia: Improve grassland ecological compensation

Xu Ruixia, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and deputy director of the Inner Mongolia department of human resources and social security, submitted a proposal on improving grassland ecological compensation policies this year.

Xu introduced that since 2011, China began implementing subsidy and reward policies for grassland ecological protection.

For more than 10 years, the nation's grassland ecology has continued to recover and achieved good ecological results. However, compensation standards have not risen since they were implemented, and this makes it difficult to avoid the negative effects of natural disasters on grassland ecology, Xu said.

To this end, Xu proposed that the supplementary rewards for grassland ecology should be raised, and a long-term growth mechanism should be established so that the rewards for herdsmen will not be reduced. By doing so, herdsmen will be more open and willing to implement grazing bans and restrictions in the future.

Xu proposed that from the perspective of protecting biodiversity and resources, the country should increase investment in the protection, cultivation, development and utilization of northern grassland germplasm resources.

Meanwhile, the country should provide financial and policy support for important grassland germplasm bases to be established locally. It should also strive to build a long-term mechanism for restoring, protecting and improving grassland ecosystem functions.

In addition, Xu believed that it is necessary to increase investment in protection against natural disasters in grasslands.
