Changning achieves breakthrough in YRD cross-provincial government services
Changning district in Shanghai has achieved a landmark milestone in regional collaboration by streamlining cross-provincial processes for foreign talent.
On June 10, the district issued China's first foreign work and residence permits under a unified Yangtze River Delta (YRD) mechanism, resolving long-standing delays faced by expatriates relocating within the region.
Det Norske Veritas (DNV), a global shipping certification and classification organization with its China headquarters in Changning, highlighted the issue: expatriates transferring between YRD cities previously faced license suspensions lasting 30 to 45 days, disrupting work and salaries.
Through coordinated efforts by Shanghai city and provinces of Jiangsu, Zhejiang, and Anhui, the process was slashed by two-thirds using real-time data sharing and rule alignment. DNV's Polish manager Martyna praised the "astonishing speed and warmth" of services, calling it unparalleled globally.

This breakthrough, part of the YRD integrated government services initiative, establishes a model for one-stop cross-border solutions. Changning, home to 91 multinational headquarters and nearly 6,500 foreign enterprises, has pioneered innovations like "seven-in-one" overseas talent services and 7-day permit processing.
The success reinforces Changning's role as Shanghai's most internationalized district and a gateway for global talent. By expanding this framework, the YRD aims to deepen economic integration and position the region as a world-class business hub.
