Huangpu District
Situated on the western side of the Huangpu River and covering an area of 20.52 square kilometers, Huangpu district stands as the bustling heart of downtown Shanghai, often celebrated as the city's "beating pulse, showcase window, and iconic business card".

Throughout the 14th Five-Year Plan period (2021-25), Huangpu district has been leveraging its economic and cultural strengths to bolster its core functions, safeguard Shanghai's unique cultural heritage, and champion high-quality urban living standards, all in alignment with Shanghai's vision of becoming a global city.
The district is committed to refining its "3+3+X" framework for advancing high-end service sectors. This framework comprises three industries with outputs in the hundreds of billions — financial services, trade and commerce, and professional services; three industries with outputs in the tens of billions — cultural tourism, sci-tech innovation, and healthcare services; as well as emerging sectors such as the digital economy, online economy, and scenario economy.
Huangpu district has also established a new spatial arrangement characterized by "one zone, two cores, and three areas". The "one zone" is the Bund Financial Cluster Area; the "two cores" include the East Nanjing Road–People's Square Cluster and the Middle Huaihai Road–Xintiandi Cluster; and the "three areas" encompass the Dapuqiao–Sinan Road Block, Expo Puxi Park, and the Old Town.
Covering 2.6 square kilometers, the Bund Financial Cluster Area is a pivotal functional zone for Shanghai's ambition to be an international financial hub. The area hosts six national financial factor markets, accounting for three-quarters of the city's total financial transaction volume, one-sixth of the value added in the financial sector, and over 40 percent of Huangpu district's GDP.
A plethora of office spaces are available for businesses, with their capacity significantly expanded through the functional revitalization and transformation of older buildings. In total, 120,000 square meters of space have undergone renovation and upgrading.
