Minhang district, located in southern Shanghai, covers nearly 373 square kilometers. It plays a key role in the Hongqiao International Opening-up Hub and the integrated development of the Yangtze River Delta region.
Minhang district focuses on modern services and advanced manufacturing. Its modern services sector encompasses international trade, modern finance, cultural and creative industries, and sci-tech services. The cultural creativity sector promotes industries centered on cultural innovation, while sci-tech services facilitate technological progress. In advanced manufacturing, the district emphasizes high-end equipment, artificial intelligence, new-generation IT, and biopharmaceuticals, advancing in areas such as sophisticated manufacturing technologies, AI, next-generation information technology, and medical and pharmaceutical innovations.
The district includes major facilities that support business activities. The Minhang area of the Hongqiao International Central Business District is home to the Hongqiao Integrated Transportation Hub, a key global transportation center. The area focuses on the development of headquarters operations, modern finance, cultural and creative industries, and technology services.
The Qibao Ecological Business Zone highlights culture, international influence, and ecology. It is one of Shanghai's 25 modern service industry clusters, offering high-quality office spaces. The Xinzhuang Business Zone is designed to be a central hub for the IC industry, encompassing headquarters, R&D, innovation centers, SOHO apartments, and extensive business amenities. The South Business Zone aspires to be "Shanghai's Southwest Comprehensive Business Zone", featuring diverse business models and serving as a hub for commerce, business, leisure, entertainment, and residential living.
Minhang district provides strong policy support, focusing on the headquarters economy, biopharmaceuticals, international trade, and sci-tech innovation. Incentives for the headquarters sector include lump sum bonuses of up to 6 million yuan ($836,297.78) and subsidies for office space acquisition or leasing, which can reach 10 million yuan, especially for regional headquarters and MNCs.
In biopharmaceuticals, grants are offered for projects that include core technological breakthroughs, essential service platforms, and significant product commercialization efforts, with a maximum amount of 10 million yuan.
For international trade, a lump sum incentive of up to 5 million yuan is available for new key enterprises registered in the district, including business and tax registration. In the field of sci-tech innovation, grants between 0.8 and 1 million yuan are offered for projects that possess core independent intellectual property rights and involve significant R&D investments.
