Yangpu district, situated in northeast downtown Shanghai, covers an area of approximately 60.61 square kilometers.
It is renowned for its rich science and education resources, housing 11 universities and colleges, including prestigious institutions like Fudan University and Tongji University, along with over 100 research institutes. This positions Yangpu as a key player in Shanghai's Sci-Tech Innovation Center initiative and as one of the first national demonstration entrepreneurial and innovative bases.
The district boasts the longest riverside in the city center, which extends for 15.5 kilometers, and is home to the only planned ecological island within the city—Fuxing Island.
Yangpu is also a vital economic hub, featuring one of Shanghai's nine urban sub-centers, Jiangwan Wujiaochang, and one of the top 10 commercial centers. It includes the New Jiangwan City international community, the economically vibrant Tongji Knowledge Economic Circle, and the Dalian Road headquarters and R&D cluster, which hosts numerous Fortune Global 500 companies and leading enterprises such as Siemens, Continental, Nike, Henkel, Bilibili, and Bytedance. The district is home to over 8,000 technology enterprises and 1,100 certified high-tech enterprises.
During the 14th Five-Year Plan period (2021-25), Yangpu has focused on people-centered urban development, leveraging its strategic advantages, university cluster, and vibrant entrepreneurship and innovation. The district aims to strengthen its sci-tech innovation, social governance, and ecological environment, with plans to develop four functional areas: Yangpu Waterfront, Dachuangzhi Innovation and Development Demonstration Zone, Big Innovation Valley, and Tongji University Ring Intelligent Industry City.
Its investment highlights include five leading industries: Artificial Intelligence (AI), Blockchain, Industrial Internet, Location-based Services, and Digital Culture. Additionally, there are five advanced industries: Modern Design, Low-carbon Development, Technology Services, Fitness and Health, and New Energy Vehicles (NEVs) and Intelligent Connected Vehicles. Two basic industries are also emphasized: Commerce and Trade Services, and Urban Industry.
Yangpu district supports business through facilities like the Yangpu Waterfront, which includes key buildings such as the Everbright Anshi Center and Oriental Fisherman's Wharf, and zones like the National University Science Park of the University of Shanghai for Science and Technology.
The Dachuangzhi Innovation and Development Demonstration Zone features buildings like The Springs Center and Hopson One, with zones such as the Shanghai Wujiaochang High-tech Industrial Park. Big Innovation Valley encompasses zones like Chang Yang Campus and Fudan Software Park. The Tongji University Ring Intelligent Industry City includes the National University Science Park of Tongji University.
Policy support in Yangpu includes incentives to boost the headquarters economy, offering up to 5 million yuan ($697,194.64) in start-up subsidies for new regional headquarters, with additional rental subsidies. High-tech industries receive funding of 1 million yuan for innovative "Little Giant" enterprises. Techfin enterprises can receive up to 2 million yuan in subsidies for office space. The online new economy sector offers up to 15 million yuan in start-up and office space subsidies for enterprises driving digital transformation and the R&D of new core technologies.
