Qingpu district, located in the western part of Shanghai, spans an area of 668.54 square kilometers and is celebrated for its exceptional natural ecology, earning it a reputation as "a glorious pearl in the upper reaches of the Huangpu River".
This district is a national demonstration zone for the transformation of the express industry and hosts the National Exhibition and Convention Center (Shanghai), the permanent venue for the annual China International Import Expo (CIIE).
During the 14th Five-Year Plan (2021-25), Qingpu aims to enhance its role in building a new development model that bolsters the domestic economy and connects it with international markets.
Qingpu is one of Shanghai's five "new cities", which are envisioned to merge advanced technology with tranquil waterscapes, creating dynamic hubs that integrate innovation with cultural heritage. These new cities are being developed into independent, thriving nodes within the Yangtze River Delta.
Qingpu district highlights investment opportunities in several key areas: big digital, big commerce and trade, and big health. The district supports business development through facilities like the Qingpu Industrial Zone, which focuses on industries such as artificial intelligence, high-end equipment, biopharmaceuticals, fast-moving consumer goods, new materials, and producer services.
The West Hongqiao Business District in Qingpu is home to notable buildings including the National Exhibition and Convention Center (Shanghai), Hongqiao World Center, Zhongjian Jinxiu Plaza, Lanyun Cultural Center, and Donglong Building.
Additionally, the Zhaoxiang Commercial and Business Zone features leading projects like Outlets Plaza, Greenland Hongqiao Smart Port, Mega Mills, and Hyatt House Shanghai New Hongqiao.
Policy support in Qingpu is robust, with various incentives on offer to boost economic growth and attract talent. The headquarters economy policy provides subsidies of up to 5 million yuan (around $700,000) for certified headquarters over the course of three years. Technical centers can receive a 200,000 yuan incentive for district-level accreditation.
To attract talent, excellent professionals are eligible for housing allowances of 5 million yuan and unlimited incentives. Financial support is also available for foreign-invested companies, with grants ranging from 50,000 to 5 million yuan, depending on the registered capital, for those specializing in advanced manufacturing and modern services.
For cross-border e-commerce, new companies can receive a grant of 5 percent of their paid-in capital, with additional rent subsidies for qualified enterprises.
Qingpu district is positioned as a key player in Shanghai's strategic development, offering robust support for industries and businesses, fostering innovation, and attracting talent and investment through comprehensive policies and incentives.
