Changning District
Changning district, spanning 37.18 square kilometers and strategically located near the Hongqiao Integrated Transportation Hub, is renowned as Shanghai's pioneering CBD for foreign enterprises and a key pillar supporting Shanghai's status as an international trade center.
As one of Shanghai's most internationalized downtown areas with a well-established commercial and trade sector, Changning accommodates approximately one-third of the city's consulates, about one-fifth of its registered expatriate population, over 6,600 foreign-invested enterprises, and 80 regional headquarters of multinational corporations (MNCs).
During the 14th Five-Year Plan period (2021-25), Changning has prioritized the development of the airport economy, headquarters economy, and digital economy, while also advancing intelligent transportation and other sectors. The district aims to establish itself as a premier headquarters location, a national demonstration zone for the airport economy, and a model area for digital economy transformation.
Key investment sectors encompass traditional competitive industries such as modern trade, information services, and professional services; specialized industries including the airport economy, intelligent connectivity, and fashion & creativity; and emerging fields like AI, financial services, life science and healthcare, and the modern new economy.
Business-supporting facilities in Changning include the Hongqiao-Gubei Area, Zhongshan Park Commercial Zone, Shanghai Hongqiao Airport Economic Demonstration Zone, and Shanghai Multimedia Park.
