Jinshan's 14th Five-Year Plan drives modern transformation
At a press conference on Nov 13, Liu Jian, Party secretary of Shanghai's Jinshan district, outlined the district's achievements during the 14th Five-Year Plan (2021-2025). The district aims to build a modern transformation hub and further develop the southern region of Shanghai as a key area for growth and sustainability.
Since the beginning of the 14th Five-Year Plan, Jinshan district has prioritized industrial upgrading and environmental sustainability, moving away from outdated industrial labels to promote new growth.
Jinshan district's economy stayed robust in 2024, with a GDP over 120 billion yuan ($16.88 billion). Per capita GDP reached $21,500, reflecting consistent growth. The district's industrial makeup is shifting, guided by manufacturing, technology, and service sectors.
Key projects, such as Shanghai Petrochemical's upgrades and the launch of Legoland Shanghai Resort are accelerating development. Innovation has intensified, marked by a rise in high-tech enterprises and patents, solidifying Jinshan district as a center for emerging industries.

Rural vitalization remains a top priority. Agricultural tech projects, improved rural landscapes, and new tourist destinations have boosted the district's countryside. Additionally, social infrastructure like healthcare and education facilities are improving residents' quality of life.
