The activity is being fronted by the publicity department of the Cyberspace Administration of China and sponsored by the Information Office of Zhejiang Provincial People's Government. As the organizers, the information offices of Jiaxing, Huzhou and Ningbo municipal people's governments are being assisted by those in Beijing, Hebei, Jiangxi, Guizhou and Shaanxi.

It aims to publicize the spirit of the Red Boat and demonstrate how it can be applied in the modern era, and promote cities in Zhejiang province.

On June 21, 2005, an article printed in the Guangming Daily described the meaning of the spirit of the Red Boat. It listed some of its elements still relevant to this day, namely the insistence on ideals, the courage to never yield, the objective of working towards the public interest, and loyalty to the people.
