A forum designed to promote Hangzhou's talent, innovation and entrepreneurship policies was held in Hangzhou, Zhejiang province, on Aug 16 with a special focus on youth talents.

According to the program, Hangzhou will implement a recruitment drive for global college students and introduce a group of outstanding doctoral students in subjects that Hangzhou urgently needs.

A relocation allowance up to 1 million yuan ($142,000) will be granted to newly-cultivated national-level talents, while college students from at home and abroad, along with highly-skilled talents, will be entitled to an internship subsidy of 2,000 yuan per month in Hangzhou.

The project also proposes that talents with college degrees or above that work in Hangzhou and pay social insurance can settle in the city directly.

Meanwhile, Hangzhou will also support the construction of post-doctoral workstations, with a maximum 1 million yuan fund granted to newly-established national post-doctoral research stations, workstations and provincial post-doctoral workstations.

The city is expected to establish 6,000 college student startups by 2022. Startup funding of 50,000 to 200,000 yuan will be given to approved projects, while 200,000 yuan to 5 million yuan will be available for projects by overseas talents.
