Administrative streamlining reform improves civil life in Zhejiang

Zhejiang has seen remarkable improvement in residents' lives since it implemented its milestone "At Most One Visit" reform to streamline administrative procedures three years ago.

The reform is named so because it aims to enable individuals and companies to fulfill almost all administrative procedures with at most one visit to the authorities. It was proposed by Che Jun, Party chief of the province, on Dec 27, 2016, and over the past three years, many meetings and measures have been devoted to strengthening the reform.

By integrating all procedures and having them handled online or on mobile phones, the reform has reached 92.9 percent of its aim and received a 97.1 percent public satisfaction rating.

The reform covers areas like birth registration, schooling, marriage, employment, medical care, pension, and funerals, as well as the registration, recruitment, operation, and cancellation of a company.

The establishment of a company now takes only one day and the registration of real estate takes only one hour.

The reform has also expanded to government departments, enhancing the working efficiency of government organs and the quality of their services. It has even been applied to social governance, as many counties have established centers to provide one-stop services for people to settle their disputes.

By fully leveraging the internet, Zhejiang has launched the "Zheliban" and "Zhezhengding" mobile applications to allow civil and government affairs to be handled online. The two apps now have 30 million and 1.23 million users respectively.

In August, another application "Zhelidu" was launched for people to supervise government work online, the first of its kind in China.

At a meeting in late November, the provincial government urged all departments to promote the reform in every aspect of social governance to drive the modernization of its governance.
