Zhejiang strengthens reform to enhance social governance

Some districts also established a special agent system to have someone else run the errands for concerned parties, enabling the latter to solve their problems without having to visit any place.

Jiaojiang district in Taizhou set up a professional service team to go through dispute settlement procedures for those that knew little about how to solve their disputes. The team consists of government cadres, legal counselors, and prestigious local people at the village, town, and district levels that have been carefully trained in this field.

The district issued regulations requiring the agents to cover everything related for concerned parties and have their cases handled within a set period. The agents may coordinate with the local "Complaint Supermarket" during the process.

Through this agent system, the district successfully handled 152 complaints as of September. Public satisfaction rates reached 98.7 percent.

At a meeting to improve social security in March, Che Jun, Party chief of Zhejiang, urged every county-level administrative region to carry out the "At Most One Stop" reform to better solve public disputes.

In late May, the Politics and Law Commission of the CPC Zhejiang Provincial Committee issued a set of guiding opinions on how to establish county-level social governance comprehensive service centers, or "Complaint Supermarkets," and required such centers to be built in every county by the end of this year.

Zhu Chen, executive deputy secretary of the commission, said that Zhejiang will focus on four aspects to build the "Complaint Supermarket," including integrating all possible resources, such as various centers and organizations, for legal counseling, dispute handling, litigation, and psychological services, promoting the special agent system, applying diverse approaches, as well as coordinating with other departments to help people solve all their problems and complaints.

As of August, the province has built 77 such centers, accounting for 86.5 percent of all its counties and districts.

At a meeting to promote the establishment of such centers on Nov 26, Che urged all departments to accelerate their pace and strengthen the "At Most One Stop" reform to drive the modernization of the province's social governance.

Establishing "Complaint Supermarkets" is both an important way for counties to enhance their role in social governance, as well as an innovative way to practice the philosophies of the "At Most One Visit" reform in social governance, said Che.
