Enterprises based in Lishui, a mountainous city in Zhejiang province, are opening regional headquarters and overseas offices in Hangzhou to recruit high-level personnel from home and abroad, local media reported on Jan 10.

In the Lishui Digital Building in Hangzhou Future Sci-Tech City, five Lishui-based enterprises have set up research institutes to support product development, taking advantage of Hangzhou's entrepreneurial atmosphere and innovative sci-tech resources.

The Lishui city government is encouraging home-grown enterprises to relocate their R&D departments to first-tier cities or developed countries in order to solve the city's talent recruitment problem.

In recent years, Lishui has established three talent hubs in Hangzhou and Ningbo and 10 overseas talent stations in the United States and Germany. In 2019, Lishui-based enterprises attracted a total of 465 skilled workers, including 298 overseas Chinese.

The city has also teamed with 37 well-regarded higher-learning institutes and 13 talent agencies. The collaborations have introduced over 3,800 urgently-needed professionals, including 20 doctoral-degree holders and three academicians from the United States, France, and Russia.
