Haimen district is a pilot area for the reform of relatively centralized administrative licensing rights in China. In 2016, it took the lead in establishing an administrative examination and approval bureau and achieved management approval with one seal. The time for projects' construction approval was cut from more than 200 days to about 50 days. All drawings are reviewed within seven working days. The average promised time for completing approval of the 985 items to be put through the service windows is 4.1 working days, the shortest among those of surrounding areas.

Haimen district promotes new working modes such as parallel approval, pre-examination when lacking some supporting materials and quick processing and completing. For major projects, Haimen district guarantees its approval processing, time limit and completion and strives to build an environment with the most simplicity, the least cost, the best service and the highest efficiency.
