Weihai upgrades talent plan to boost modern industries

In order to boost its modern industries, accelerate the shift of growth drivers from old to new and push ahead with economic transformation and upgrading, the city of Weihai, Shandong province, upgraded the guidelines of its talent plan on July 3.
The city launched its talent plan in 2015 to join hands with local colleges and universities to attract more outstanding fresh graduates to work or start a business in the city. The plan has achieved remarkable results in talent and industrial development, and this year's upgraded guidelines will provide further optimization.
According to the information office of the Weihai municipal government, the upgraded guidelines specify 21 talent projects on four levels as well as 13 supporting policies, given consideration to the development needs of major industries and professionals.
To the world-renowned professionals that lead industrial upgrading and innovation, the government will allocate financial support up to 10 million yuan ($1.5 million), as well as industrial funding up to 200 million yuan.
For special talents who are badly needed by the city's economic development and have made great contributions to its social progress but cannot be clearly defined according to existing talent categories, a case-by-case approach will be applied.
Based on the city's development strategy of industrial clusters, the government has set up seven special talent policies and will give priority to advanced professionals in seven areas including marine industry, rural revitalization, local college development and medical and health care.
For experts who bring their teams, technology, projects and capital to Weihai, the government will allocate financial support up to 3 million yuan. For full-time imported professionals, the government will offer a settlement subsidy up to 1 million yuan and a monthly job subsidy of 2,000 to 10,000 yuan.
The city offers subsistence allowances to fresh graduates in a bid to attract more excellent university graduates. A monthly allowance of 1,000 yuan, 2,000 yuan and 5,000 yuan for up to three consecutive years is allocated for each professional with a bachelor, master's, or doctoral degree respectively.
The Weihai government will always provide high-quality services to professionals and assist them in securing resident permits, health care and children's schooling. It will also offer efficient and convenient services in policy consultation, project planning, recruitment, investment, company registration, living settlement and medical care, among other areas.
