Beijing and Jiangxi normal universities jointly released the 2016 Chinese Local Government Efficiency Research Report in Beijing on Nov 26, showing that the top six municipal- and prefecture-level cities are Shenzhen first, followed by Fushun, Shannan, Guangzhou, Suzhou, and Zhuhai -- half of which are in the Pearl River Delta.

The report also shows that Guangdong, Beijing, Hubei, Zhejiang, Jiangsu, and Fujian excel in provincial government efficiency.

The report is based on surveys of perception and satisfaction of people from all walks of life at the People’s Forum Questionnaire Survey Center of the People’s Daily. It analyzes the efficiency and problems of local governments. 

Apart from 31 provinces, the report includes all 292 prefecture-level city governments with the administrative division of districts. It also has an improved rating system, and amends the weights given to different factors, sub-factors, and indicators to increase authenticity and authority.
