A Hong Kong-Zhuhai-Macao mail and courier delivery distribution center and other postal facilities will be built to energize cross-border e-commerce, according to the just issued Zhuhai Postal Facilities Development & Distribution Plan (2016-20). 

The project is the first development proposal worked out by postal authorities and listed as part of the city’s overall plan, it was announced by an official from the Industry Management Office of the Zhuhai Postal Administration Bureau.

Compiled by the Development Research Center (DRC) of the State Council and the Zhuhai Institute of Urban Planning & Design, it sets a development goal for the city between now and 2020, and perceives a long-range perspective to 2030 based on the city’s functions, industrial features, development levels, facility conditions, and market demand. 

It is the first time to regulate the development and distribution of postal facilities in Guangdong Province, and possibly in the country, said the official.

The spatial arrangement of express mail service facilities includes One Passageway, One Hub, and Eight Centers. One Passageway refers to a mail and courier delivery channel servicing Hong Kong and Macao for a postal industry cooperation demonstration area. Meanwhile, One Hub refers to a cross-border mail and express consignment hub in Hongwan connecting Hong Kong, Macao, and the Chinese mainland. In addition, the eight mail and courier delivery centers are planned at Shangchong, Jinwan Airport, Hengqin, Nanping, Jinding, Doumen, Xiaolin, and Guishan Island. 

The official added that the facilities are not yet completed. Shangchong is the only place at present able to deal with the business with capacity of only one or two thousand packages per day. Daily capacity will be increased to tens of thousands upon completion of the hub which will mainly serve cross-border e-commerce.   

With a total area of about 39.54 hectares, the express delivery sites will cover all villages and towns by 2020. Famous express delivery enterprises will also cover islands to make Zhuhai a modern postal industry development demonstration area in the West Bank of the Pearl River Estuary and even in South China, according to the plan.
