Zhuhai will take measures to increase the local talent pool to 600,000 -- a third of the population -- including 48,000 high-caliber personnel by 2020. The 13th Five-Year Plan (2016-20) for Zhuhai Talent Development was approved on Feb 20.

Hengqin International Talent Island (HITI) will be created as an example. HITI will innovate a free-flow talent system, accelerate the import of needed high-end professionals, strengthen Hong Kong-Macao cooperation and sharing, reform talent motivation, and establish a talent service system in line with international standards, according to the plan.

Party and government, education, health care, culture and tourism, social work, and rural pragmatic talents will form the framework of talented personnel. In the education sector, a cooperation pattern integrating universities, research institutes, and enterprises will be explored to jointly establish collaborative innovation centers and high-level cultivation platforms.

By 2020, Zhuhai is expected to have 9,000 certified and assistant doctors and 11,250 registered nurses, with three general practitioners per 10,000 residents. As for literature and art, about 20 leading personnel will be imported, 100 gifted ones cultivated, and 10 famous studios established. In addition, the social work professional title and rank system will be improved, and those with national social worker proficiency certificates will be put in the professional and technical management system.

Zhuhai will also import and cultivate craftspeople who can solve enterprise technical problems, and enhance product quality and craftsmanship in a bid to implement the Made in China 2025 action plan, and construct an advanced equipment manufacturing industrial belt on the west bank of the Pearl River. A batch of highly skilled personnel with prominent contributions will be selected every year from modern industrial enterprises. Moreover, Zhuhai will accelerate technician college construction, support social forces to set up vocational training academies, and form a modern vocational education system.

By 2020, the city will build 10 city-level highly skilled personnel training demonstration bases and 10 technician workstations. A new plan will be carried out to encourage undergraduates to obtain employment with both academic and skill certificates.
