West Wing Eco-New Town will see 121 projects worth 4.3 billion yuan ($625 million) under construction in the 19.8-sq-km start zone of Jinwan, Doumen, Fushan New Town, and Pingsha New Town sections this year.
Doumen New Town
At 6.8 sq km, Doumen New Town occupies the largest area among the four sections, exceeding one-third of the start zone. An investment of 1.52 billion yuan ($221 million) will be used to promote 43 projects, including 22 concerning municipal infrastructure, 12 in public service facilities, five in industry-city integration, one in ecological low carbon, and three in Sponge City construction.
Doumen New Town will focus on infrastructure this year to lay a solid groundwork for development. This includes earth filling of 1.65 million cubic meters at a 2.4-m elevation for the land leveling in Huxin Area (A Zone); completion of an underwater steel trestle of Jitimen Grand Bridge on Shuanghu Road and infrastructure of Sluice Gate Station 2; and commencement of Xingfu River Wetland Park.

Fushan New Town
The 2.5-sq-km Fushan New Town covers the smallest area among the four. It will push forward nine projects this year, including six municipal infrastructures, two for public facilities, and one for industry-city integration. Besides accelerating the plan for land utilization, Fushan New Town will focus on construction of the Sancun Park Service Center, promote an underground utility tunnel, and support projects of Fushan Industrial New Town, and Phase I municipal roads and earth fill projects of the Fushan Start Zone.
Pingsha New Town
Pingsha New Town connects with the Guangzhou-Zhuhai Railway and Gaolan Port expressways in the east, Marine Equipment Manufacturing North Zone in the south, Huangmao Sea in the west, and Fushan Industrial Park in the north. As a major part of the West Wing Eco-New Town and an important carrier of joint development of port, industry and city, Pingsha New Town has an overall planning area of 25 sq km with a population of 150,000, and a start zone of 45,000 sq km with 80,000 residents.
This year, 12 municipal infrastructure projects along with Pingsha Hospital Renovation Project Phase I, port area key enterprise living support facilities under the Industry-City Integration project, Eco Low-Carbon project of Pingsha New Town Eco Park, and Sponge City project of Water Gate 7 and Sanqian River Water Gate will be accelerated.
The 2.1-sq-km Pingsha New Town Eco Park is situated south of Pingsha New Town. In addition to an upscale urban landscape, the park is also to become an ecological barrier for Pingsha New Town and the Marine Equipment Manufacturing Zone in the south. A spokesperson related that original river channels and fish ponds will be utilized to develop mangrove, banyan forest, and other plant communities with ecological functions. This might be dubbed Pingsha Bird Paradise. To come under construction in July, the park is expected to help exchange the water environment of the industrial parks with open sea through filtration of the Eco Park.
Jinwan Section
Jinwan Section will invest nearly 13.4 billion yuan ($2 billion) in 55 projects over the next five years to develop into a new urban center. So far, more than 3.34 billion yuan ($486 million) has been spent building the area. It includes Aviation New Town Core Area (C Zone) and B Zone south of Zhuhai Avenue and east of North Airport Road. Development and construction are now going well.
The area’s five centers -- public services, civic and industrial services, civic art, international business, and sports -- are being designed or are under construction.
