Xiangzhou District, Zhuhai

A conference was held on July 15 to detail the Xiangshan Talent Plan, which relaxes the terms for talents in Xiangzhou District to receive preferential treatment in housing, children's education, and parents' pension.

More than 200 enterprise representatives from local key industries including smart homes, office automation, printing consumables, smart power grids, biomedicine, and equipment manufacturing attended the conference.

Here are four categories of talents recognized by the Xiangshan Talent Plan:

Xiangshan Entrepreneurship Talents

Up to 20 people in charge of start-ups will be recognized as Xiangshan Entrepreneurship Talents annually.

Requirements:

The applicant should be a founder of the company, has a position as senior management staff, and holds a share of no less than 30 percent of it. 

His/her company should register in Xiangzhou District no more than three years ago, hire no less than five employees, and fit one of the following conditions: passes the review of the Xiangzhou District Leading Group for Sci-tech Innovation Project Introduction Support, garners an award at an entrepreneurship competition at the provincial level or above, win first prize at a municipal or district sci-tech innovation competition, or obtains a venture investment of more than 3 million yuan ($436,218).

Preferential treatments:

An entrepreneurship subsidy of up to 2 million yuan ($290,812) will be issued over three years.

Housing and living subsidies of 100,000 yuan ($14,541) will be issued over three years.

Children of Xiangshan Entrepreneurship Talents can be arranged to study in a public kindergarten, primary school, and middle school in the vicinity of their neighborhood.

Parents of Xiangshan Entrepreneurship Talents can be arranged to live in public nursing homes.

One free physical examination will be scheduled annually, and Xiangshan Entrepreneurship Talents can have access to a health consultant and prioritized medical treatment.

A 90 sq-m (108 sq-yd) talent apartment can be applied for.

Xiangshan Innovation Talents

Up to 50 prominent R&D talents will be recognized as Xiangshan Innovation Talents annually.

Requirements:

The applicant should be aged below 55 years old, and has maintained being in the cutting-edge of their domain in the past five years.

He/she should sign a labor contract of more than three years with local enterprises, as well as pay for social insurance or tax for more than six consecutive months in Xiangzhou.

Their salary from the previous year should be no less than 200,000 yuan ($29,081).

Preferential treatments:

A working subsidy of 100,000 yuan will be issued over three years.

Housing and living subsidies of 100,000 yuan will be issued over three years.

Children of Xiangshan Innovation Talents can be arranged to study in a public kindergarten, primary school, and middle school in the vicinity of their neighborhood.

Parents of Xiangshan Innovation Talents can be arranged to live in public nursing homes.

One free physical examination will be scheduled annually, and Xiangshan Innovation Talents can have access to a health consultant and prioritized medical treatment.

A 90 sq-m talent apartment can be applied for.

Xiangshan Youth Talents

Up to 50 youths with prominent working performance and development potential will be recognized as Xiangshan Youth Talents every year.

Requirements:

Applicants should be aged below 45 years old, as well as should be recommended by unicorn, potential unicorn and seeded unicorn enterprises or top 100 hi-tech enterprises in Guangdong Province. Each enterprise can recommend no more than three employees.

He/she should fit in any of the following categories:

Junior college students whose salary from the previous year is 150,000 yuan ($21,811) or above

Undergraduate students who have worked for no less than three years

Postgraduate students who have worked for no less than two years

PhDs who have worked for no less than one year

Winners of a municipal or district sci-tech innovation competition can be directly recognized.

Preferential treatments:

A working subsidy of 50,000 yuan ($7,270) will be issued over three years.

Housing and living subsidies of 50,000 yuan will be issued over three years.

Children of Xiangshan Youth Talents can enjoy the same treatment as locals when applying for enrollment to a public kindergarten, primary school, and middle school.

A 60-sq-m (72-sq-yd) talent apartment can be applied for.

Xiangshan Craftsmen

Up to 100 talents with professional skill and outstanding work performance will be recognized as Xiangshan Craftsmen.

Requirements:

The applicant should be aged below 55 years old, as well as work in the forefront of production and service sectors for no less than three years.

He/she should be recommended by manufacturing enterprises that rank among the top five in the key industries of Xiangzhou and have an industrial scale of more than 100 million yuan ($14.5 million).

First place winners of the Xiangzhou Craftsmen Professional Skill Competition will be recognized directly.

Preferential treatments:

Housing and living subsidies of 50,000 yuan will be issued over three years.

Children of Xiangshan Craftsmen can enjoy the same treatment as locals when applying for enrollment to a public kindergarten, primary school, and middle school.

A 60 sq-m talent apartment can be applied for.
