The CPC Zhuhai Municipal Committee has released plans to comprehensively accelerate deep reform over the next three years.

The Zhuhai Action Plan on Deepening Comprehensive Reform of the Business Environment and six other plans on various matters describe and support the objectives and will generate a string of reform programs.

Offered are systematic guarantees for the city's "Second Entrepreneurship" vision, according to the Institutional Reform Office of the CPC Zhuhai Municipal Committee.

The opinions offer 15 ways to implement reforms:

Building institutional mechanisms to promote high-quality economic development;

Pushing forward institutional reform;

Propelling reform of the city and district management system;

Deepening comprehensive reform of the business environment;

Building a new open economy;

Promoting reform and innovation of the Guangdong Pilot FTZ Hengqin Area;

Intensifying reform of State-owned enterprises;

Boosting the private economy;

Facilitating reform of provision of highly integrated convenient services based on a super-flat management mode;

Pushing reform of the management system and mechanisms of urban planning and construction;

Constructing an institutional mechanism for ecological civilization with Zhuhai characteristics;

Structuring a rural revitalization system;

Strengthening the community governance system;

Expediting reform of preschool education development; and

Deepening comprehensive reform of public hospitals.
