The City of Zhuhai ranks 2nd on China's 2019 Top 100 Efficient Local Governments list, according to the Research Report on Local Governments' Efficiency in China 2019 released Jan 3 by Social Sciences Academic Press (China) and Beijing Normal and Jiangxi Normal universities in Beijing.

Zhuhai's Government Service Data Management cites great headway in increasing governmental, public resource trading, and citizen hotline service efficiency to optimize the business environment and Smart City construction.

Taking data asset management as the core, a Digital Zhuhai Integrated Service Platform promotes information sharing and collaboration among all government departments. Nineteen departments now share 22.96 million pieces of data under 4,500 categories. The project was recognized an innovation case of national network information system in 2019 and garnered an advanced award for data application at the 2019 Digital Government Selection.

At the end of December, Zhuhai connected to the Guangdong Digital Government Cloud and established a citywide electronic official document system. Its mobile office system also covers more than 60 departments across the city for expedient official document examination and approval.

To date, 40 municipal and 129 district departments, and 24 sub-districts (towns) and 318 villages are included on the Guangdong Provincial Government Service website and have published 11,883 items. Some 6,664 administrative items can be disclosed to the public upon demand, and 84.3 percent of them can be processed online -- 14 percent above provincial requirements.

At present, 439 frequently used livelihood items including service appointments, housing provident fund withdrawal applications, real-time bus information, and electronic license application and issuance have been integrated into the Yue Sheng Shi Mobile Government Service Platform to benefit more than 480,000 users.

Citizen Hotline 12345 is linked to 33 governmental hotlines of 71 departments and 110 police hotline to offer one-stop all-day-long service. Locals can also utilize WeChat, cellphone apps, the mayor's mailbox, Guangdong Provincial Government Service website, and government portal websites.

Moreover, the Zhuhai Public Resource Trading Center also initiated the first shared blockchain platform for public resource trading in collaboration with its Beijing and Guangzhou peers. A trading data alliance of the Guangdong-Hong Kong-Macao Greater Bay Area also is used for transparent trading.

The other leading efficient local governments in the report are Shenzhen, Sanya, Dazhou, Xiamen, Ji'nan, Tongchuan, Huzhou, Guang'an, and Wuhai.
