Digital government advances put Zhuhai in first place

Zhuhai is first among 101 large and medium Chinese cities in the 2020 Digital Government Development Index Report recently released by Tsinghua University. The ranking excludes capital and sub-provincial jurisdictions.  

Local Digital Government is rated High-quality – the second highest of a five-tier evaluation. Among other indicators, Zhuhai is second in governance effect, third in institutional framework, fourth in institutional systems, and fifth in governance capability.

This year, Zhuhai's 10 major achievements in Digital Government reform and innovation are: one anti-epidemic system, two technological applications, three support centers, and four innovative services.

Meanwhile, work on 15 key projects commenced this month. They include a 5G Digital Government Service Hall; intelligent government service hotline; and dynamic websites for intelligent innovation "blockchain + online service" for real estate registration; medical insurance credit settlements; "internet + civil affairs" coordinated management and service; and information and online supervision for administrative law enforcement.

Zhuhai relies on 5G and blockchain technologies to streamline administrative approvals in epidemic prevention and control, civil affairs, business environment, urban governance, data management, and infrastructure. Residents and enterprises need fewer documents with which to process affairs in a shorter time across the city or even across borders.

The city is on the first tier in the Pearl River Delta in third-party evaluation of Guangdong Digital Government reform and construction in 2020, and has been first in provincial government service assessment for five consecutive months.

The other nine prefecture-level top achievers of Digital Government development are Foshan, Taizhou, Weifang, Dongguan, Zhongshan, Ganzhou, Weihai, Quanzhou, and Anqing.
