With another 200,000 employees expected by 2025, the Zhuhai government will improve systems and "smart" services for their introduction, cultivation, employment, social security, and labor relations.

The city's Plan for the Development of Human Resources & Social Security Affairs during the 14th Five-Year Plan Period (2021-25) was released by the Municipal Human Resources & Social Security Bureau at a June 15 press conference.

Employment monitoring and an unemployment warning system will be established. There will be college student employment and entrepreneurship incentives, employment assistance, and large-scale vocational skills training. The registered urban unemployment rate is to remain below 3 percent.

The social security system will explore connections with those in Hong Kong and Macao, and coverage of those engaged in new business formats and cross-border employees. Basic pensions of urban and rural residents will reach 560 yuan ($87.55) per month in 2025, and 2.9 million will be covered by social insurance.

Additionally planned are major talent programs, talent flows in concert with Hong Kong and Macao, and human resource service industrial parks. The city will be home to 280,000 professional technical talents and 250,000 highly skilled talents by the end of the 14th Five-Year Plan.

Also under the plan, the education of technicians will cater to industrial demands. The number of technician training school students will double to 20,000 by 2025.

A Zhuhai-Macao harmonious labor relation demonstration center will be created with a tripartite mediation center for labor disputes, and likely application of labor law to Hong Kong and Macao enterprises with cross-border offices in Zhuhai.

Moreover, the city will enjoy a reputation of no back pay and record a labor contract signing rate of up to 99 percent.

Data of the provincial and municipal human resources and social security authorities related to basic information, social insurance, employment, talent affairs, and labor relations will be integrated with those of other departments. The digital intelligence level of relevant services will be increased relying on internet and innovative blockchain applications.
