Zhuhai General Public Budget revenue outstrips target

General Public Budget revenue for Zhuhai increased by 22.9 percent year-on-year to 24.91 billion yuan ($3.84 billion) in the first half of this year, 14.9 percentage points higher than the annual target set by the Municipal People's Congress.

Enterprises, especially real estate and financial industries, have shown sustained recovery due to a series of production resumptions as well as tax and fee reductions instituted last year.

Local corporate income and value-added taxes, which are linked to enterprise operations, were recorded at a year-on-year increase of 19.3 percent and 17.7 percent respectively, after deducting non-comparable factors.

Meanwhile, regional small and medium-sized taxes such as those on land value increments and deeds grew by 47.8 percent. Tax revenue in the financial sector maintained the strong momentum seen last year, while that of the industrial, wholesale and retail, and accommodation and catering sectors were still recovering.

Local non-tax revenue soared 80.3 percent year-on-year to 7.51 billion yuan ($1.16 billion), as city financial authorities expanded fundraising channels and vitalized state-owned assets. 

The city's General Public Budget expenditure increased by 11.5 percent to 37.29 billion yuan ($5.75 billion) in the first six months. In all, 4.13 billion yuan ($636.4 million) went to key government-invested projects related to transportation, municipal infrastructure, medical treatment, education, and environmental protection.

In addition, municipal and district governments budgeted 300 million yuan ($46.23 million) to solve pressing matters for residents. Expenditures on nine livelihood items rose by 13 percent year-on-year to 24.81 billion yuan ($3.82 billion). Spending on culture, tourism, sports, and media was up 52.9 percent to stimulate consumption and the city's vitality.

As for epidemic prevention and control, the city spent 301 million yuan ($46.38 million) to purchase equipment and supplies, as well as to create a system for public health and major epidemic prevention, control, and treatment, and emergency supplies. It allocated 20 million yuan ($3.08 million) for the purchase of vaccines and became the first domestic prefecture-level city with an inoculation rate of more than 80 percent.   

During the January-June period, Zhuhai received direct funding of 920 million yuan ($141.77 million) from the central and provincial governments, of which 501 million yuan ($77.2 million) has been spent to benefit enterprises and residents.
