Notification of Strengthening the Health Management of Individuals Coming or Returning to Zhuhai and COVID-19 Prevention and Control Against Community Transmissions During and After the National Day Holiday

To safeguard public health against the ongoing sporadic outbreak of COVID-19 in China, the following notification of strengthening the health management of individuals coming or returning to Zhuhai and COVID-19 prevention and control against community transmissions during and after the National Day holiday are hereby made:

I. Individuals coming or returning to Zhuhai are subject to health management measures including "two tests in three days (one within 24 hours upon arrival, followed by the other within 48 hours)." Travelers from other cities (excluding Tanzhou Town and Sanxiang Town of Zhongshan City) shall complete their personal information self-declaration in the WeChat applet "Health Zhuhai" before entering Zhuhai and take two tests in three days. They shall minimize their outdoor activities and avoid any gatherings or group meals within three days upon arrival.

II. Individuals coming or returning to Zhuhai shall take the PCR testing upon arrival. They shall follow the instructions and take the PCR testing at testing sites at the entrance of the city's outward roads, coach terminals, high-speed rail stations, airports, and ports, and they can continue their journey after being tested. They shall take the second ones at the nearest testing sites 48 hours later.

III. Individuals who have been to medium- or high-risk areas or cities reporting community transmissions in the last 7 days are subject to differentiated health management measures. Specifically, those who have been to the Xinjiang Uygur Autonomous Region must undergo 5-day home health monitoring; and those who have been to Hohhot, the Inner Mongolia Autonomous Region, and Zhongwei, the Ningxia Hui Autonomous Region, shall go through 3-day home health monitoring. They must also report to their community and employers upon their arrival in Zhuhai.

IV. Entry into public places is strictly managed. Venue code-based registration shall be implemented at all types of public places, especially those crowded and confined ones prone to clustered infections. The correct mask-wearing, body temperature measurement, and the health code and travel code verification shall be ensured at public places. A 24-hour negative PCR result or a sampling proof is required for any admission to beauty salons, massage and spa centers, chess clubs, mahjong parlors, cybercafes, bars, KTV, fitness clubs, amusement arcades, escape game rooms, and role-play game studios. A 48-hour negative PCR result or sampling proof is required for any admission to theaters, cinemas, gymnasiums, swimming pools, hair salons, indoor venues of tourist attractions, and other indoor places.

V. A 48-hour negative PCR result is required for any public transport passengers (excluding secondary- and primary-school students and younger children). Those without a mobile phone shall carry a paper certificate of the negative PCR result.

VI. A 48-hour negative PCR result is required for secondary- and primary-school and kindergarten students and teaching and administrative staff who have not left the city for returning to school. Those who have been to other cities (excluding Tanzhou Town and Sanxiang Town of Zhongshan City) are subject to mandatory health management measures. All secondary- and primary-school and kindergarten students and teaching and administrative staff shall take the first-round PCR screening testing on the first day returning to school and the second 48 hours later.

The notification will take effect from the issuing date and is subject to adjustments in light of the pandemic situation. Your understanding, support, and cooperation are appreciated. All entities and individuals shall comply with the anti-pandemic measures, and those who violate and result in any epidemic spread will be held legally accountable.
