Fu Wenhu, a government official from Huzhou in East China's Zhejiang province, has earned himself the nickname "Camel County Head" during his time in Wulan county in Northwest China's Qinghai province.

Fu has for the past few years been based in the county, playing a key role in its poverty alleviation efforts by helping locals raise camels for their milk. According to Fu, camel milk is rich in nutrition and can fetch 100 yuan ($15.4) per kilogram in eastern China.

After arriving in Wulan to serve as its deputy head in July 2019, Fu launched a campaign to domesticate semi-wild camels and persuaded a dairy company to build a factory in the county to support the production of camel milk.

He has also promoted the application of digital technologies in the grazing process. For example, a necklace developed in partnership with a geographical information company in Huzhou's Deqing county has been used to help herdsmen retrieve information related to livestock, thus reducing grazing labor costs and lowering mortality rates. At the Mohe camel farm in Wulan, the mortality rate of camel calves has dropped from more than 30 percent to less than 3 percent.

In June 2010, Huzhou was paired with Wulan under the east-west poverty relief program launched by the central government. Wulan was deemed to have eradicated poverty in November 2017.

Under Fu's leadership, the local government has also been learning about Huzhou's experience in leveraging homestays to boost the local economy.
