Recruiting global partners to create innovative units

With the vision of "foster innovation ecosystems, attract global talents", the recruitment of global partners for the Grand Union of Innovation is now in full swing.

The Grand Union of Innovation has adopted a new model for creating innovative units through its "team + fund + carrier" initiative. This aims to select high-level operation teams from all over the world, set up high-quality investment funds, build high-quality space carriers and attract talents who understand technology, industry, capital, markets and management.

Supporting new R&D institutions to recruit high-level talent

Talent is allowed to sign employment agreements with both universities and new R&D institutions. Incremental funds support is provided for "double-employed" scientific researchers – and up to 1 million yuan ($139,983) of industrialization funds support is provided for the scientific research team leaders who are B-class and above talent (as certified by the Hefei High-level Talent Classification Certification System).

Providing top talent with entrepreneur start-up support

For high-level talent who start businesses in the Grand Union of Innovation and conform to the development direction of Hefei's key industry chains, there is help. On certification, according to the registered capital of the enterprise and the talent structure of the team, a "fund + subsidy" method is being used to provide up to 5 million yuan of start-up funds and 500 square meters of entrepreneurial space support. The entrepreneurial space support is being implemented by the county (city) district and development zone where the project is located.

Implementation rules:

1. The core members of the team must be certified as A-class talent by the Hefei High-level Talent Classification Certification System. After being certified as conforming to the development direction of Hefei's key industry chains, they will be given 5 million yuan in start-up funds (with the subsidy, funding according to a 1:1 ratio) and 500 sq m of entrepreneurial space support.

2. The core members of the team must be certified as B-class talent by the Hefei High-level Talent Classification Certification System. After being certified as conforming to the development direction of Hefei's key industry chains, they will be given 3 million yuan in start-up funds (subsidy, funding according to a 1:1 ratio) and 400 sq m of entrepreneurial space support.

3. The core members of the team must be certified as C-class talent by the Hefei High-level Talent Classification Certification System. On being certified as conforming to the development direction of Hefei's key industry chains, they will be given 1 million yuan in start-up funds (subsidy, funding according to a 1:1 ratio) and 300 sq m of entrepreneurial space support.

4. The support matters of the Grand Union of Innovation guiding fund will be agreed separately by contract.

Innovative talent evaluation method

Hefei gives self-evaluation talent quotas to enterprises and new R&D institutions that are registered in the Grand Union of Innovation and meet the conditions.

For national high-tech enterprises with a revenue of 100 million yuan or more, no more than three D-class self-evaluation talent quotas are given. For every 100 million yuan increase in revenue, the self-evaluation talent quota is increased by one and the total quota will not exceed 10.

For new R&D institutions that are evaluated as excellent (according to the Hefei High-quality New R&D Institution Classification Support Management Rules evaluation), 5 percent of the total number of employees are given no more than five D-class self-evaluation talent quotas.

Hefei has established a self-evaluation positive and negative list. After the self-evaluation is approved by peer experts, the self-evaluated talent will be included in the scope of the Hefei high-level talent management and service and enjoys corresponding talent policies.
