Shaoxing's approach to the protection and use of historic areas has been recognized as a national model, with its practices increasingly referenced by cities across China.

At a time when large-scale demolition and reconstruction of old neighborhoods were common nationwide, Shaoxing chose a different path focused on preserving historical fabric and urban continuity.

The city introduced the principle of not relocating residents unless absolutely necessary, seeking to protect heritage buildings while keeping long-established communities intact.

In 2001, Shaoxing launched the conservation and restoration project of Cangqiaozhi Street, aiming to preserve old houses, retain original residents and maintain the area's original urban ecology. The project marked an early exploration of living conservation, under which historic districts remain active and inhabited rather than becoming static showcases.

Institutional support has since been strengthened to safeguard the ancient city area. In 2019, Shaoxing began implementing regulations on the protection and utilization of the ancient city area, providing a legal framework for long-term conservation. The city also established a dedicated management office, set up a special conservation fund and formed an expert advisory committee.
