Hohhot: A city rich in talent
During the 14th Five-Year Plan period (2021-25), Hohhot established a "1+N" talent policy system, based around the 25 Measures for a Talent-Strong City and supported by detailed implementation rules and procedures. This system is backed by dedicated funding for talent initiatives, with more than 390 million yuan ($55.65 million) invested since 2021.
Hohhot continues to improve mechanisms for talent cultivation, utilization, evaluation, and incentives. It has issued the Implementation Opinions on Fully Optimizing the Innovation Ecosystem and developed 22 measures. The total number of talents in Hohhot has exceeded 742,300.
The city has attracted a total of 43 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering. It has also drawn 209,500 university students and other young talents to work and start businesses in the city.
Hohhot has established a number of high-level platforms, attracted high-caliber talent teams, and achieved breakthroughs in key technologies.
Leveraging the Hohhot Innovation Center of the Beijing-Tianjin-Hebei National Technology Innovation Center, Hohhot has facilitated the implementation of 17 technology projects, ranking 61st among the top 100 national innovative cities in innovation capability.
Hohhot has developed the Qingcheng Talent Service Platform, upgraded the Qingcheng Talent Code, and launched the Qingcheng Co-Creation hotline to provide services for innovators and entrepreneurs.
The city offers five days of free accommodation for job seekers, three months of free short-term rentals for interns, preferential long-term rentals for five years of employment, and subsidies for purchasing a first home.
