Xiamen improves customs clearance mechanism
The Xiamen Municipal Bureau of Commerce has adopted three measures to improve its customs clearance mechanism, according to its website on Aug 28.
Xiamen deepened the reform of customs clearance, comprehensively promoting the paperless office in the process. Sixty percent of customs clearance is now paperless so that the time required has been shortened to five minutes from one or two hours.
Xiamen renewed its supervision and inspection mechanism. Through classifying inspection, Xiamen customs expanded the customs clearance model “Customs declaration and clearance in the locality” to the enterprises beyond level B. China Inspection and Quarantine has accelerated the speed of export goods through several measures, such as rapid inspection and clearance, systematic management and so on.
Xiamen strengthened its resource sharing and integration, setting up a single window service. Under the guidance of government, a special task group has been established to promote information among all departments of customs, China Inspection and Quarantine and ports.

As a vice-provincial city independently listed on the State development plan, it has provincial-level authority in economic administration and local legislative power. In 2010, the Xiamen SEZ was expanded to cover the entire municipality. Today, Xiamen is a modern and international port city.
