Fujian CPPCC member calls on developing cross-border e-commerce

Wu Xiaoying, deputy to the Fujian People's Congress and vice-director general of the Fujian Human Resources and Social Security Department, proposed that Fujian should make strides in cross-border electronic commerce during the third session of the 11th Fujian Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) on Jan 29.

“Fujian possesses unparalleled advantages to develop cross-border e-commerce. Particularly, in 2014 the Pingtan Comprehensive Pilot Zone officially implemented the ‘Pingtan Closure’, which refers to the construction of an integrated customs supervision and management mechanism covering the entire Pingtan. Drawing on this favorable platform that the Pingtan Comprehensive Pilot Zone provides, Fujian should emphasize improving its high-tech industry congregation area, which stands out with its cutting edge business services, intelligent logistics, cloud computing and big data services,” Wu remarked.

Furthermore, cross-border e-commerce demonstration zones and customs service spots should be set up in Fuzhou Airport and the Fuzhou free trade port to facilitate the inspection and quarantine (I&Q) of import and export goods.

“By building up an online data system, all information concerning electronic purchase orders, national taxes, customs clearance, I&Q and so on can be shared with the authority and enterprises,” Wu added.

Wu further suggested that the authority should increase the efficiency of examinations and approvals to reduce the speed of customs clearance.
