Since the beginning of this year, Xiamen has pursued reform through openness, positioning itself as an outward-looking city. To support its enterprises in their "going global" endeavors, numerous innovative measures have been implemented.

Policies empower Xiamen enterprises to go global

Xiamen has introduced a three-year action plan (2024-2026) aimed at further supporting local enterprises in expanding into international markets and other policy measures to support enterprises in their overseas endeavors.

These policies provide substantial support for enterprises participating in overseas exhibitions, establishing overseas economic and trade cooperation zones, and obtaining overseas investment insurance.

Support for the construction of overseas economic and trade cooperation zones has been increased, with a maximum support fund of up to 3 million yuan ($411,018). Simultaneously, mature projects are being identified within key investment projects to establish a reserve project pool.

Alliances enhance service guarantees

Xiamen is strengthening the Going Global Service Alliance by collaborating with various government departments, financial institutions, and credit insurance agencies, seeking to guide enterprises in addressing a variety of issues related to foreign legal affairs, taxation, and labor dispatch when expanding abroad.

Focusing on key countries for enterprise expansion, a trade and investment guide is being developed. On Oct 20, the Xiamen enterprises going global public service platform was launched and has since released over 150 pieces of information on country-specific investments, risk alerts, and more.

Connections created to build service network

Focusing on key economic and trade partner countries, Xiamen is establishing overseas investment and trade service points to serve as pivotal stations facilitating bilateral investment and trade cooperation.

Currently, the city has set up service points in 12 countries and regions including Germany, Japan, and Brazil, accelerating the establishment of a comprehensive overseas economic and trade service network.

Building service brand focused on needs

Aligning with the overseas development needs of businesses, Xiamen has established the event brand "Hailian Reception Hall", regularly hosting investment and trade-themed events. Tailoring "going global" services to the needs of Xiamen enterprises, the city builds a communication bridge between Xiamen businesses and the international market, becoming another standout business card for Xiamen in foreign exchange and cooperation.

This year, 11 "Hailian Reception Hall" events have been held, providing helpful services to 175 outbound enterprises, facilitating 112 economic and trade project connections, and hosting 146 negotiation and exchange activities.
