Fujian-Guangdong-Hong Kong-Macao Single E-Lock Scheme applied in Xiamen

On March 26, a transport vehicle carrying 2,638 pieces of cosmetics departed from Macao Special Administrative Region. After an e-lock was applied at Xiamen Customs, the vehicle proceeded to the Haicang Port Comprehensive Bonded Zone. This marked the official launch of the Fujian-Guangdong-Hong Kong-Macao Single E-Lock Scheme (SELS), designed to streamline customs clearance.

Under this initiative, the four regions collaborate closely by utilizing the same e-lock and satellite positioning devices to monitor transport vehicles in real time throughout the entire process. This system enables goods to travel seamlessly across borders without the need to change vehicles or locks, ensuring swift customs clearance at ports. 

On average, it reduces transportation time by approximately eight hours, significantly enhancing the efficiency of cross-border trade and facilitating Fujian’s collaboration with the Guangdong-Hong Kong-Macao Greater Bay Area for greater development.

The SELS was officially adopted in Fujian on July 17 last year. As of March 15, Xiamen Customs has inspected 592 shipments under this model, totaling 305,200 items of goods worth 69.29 billion yuan ($9.5 billion). 

This initiative has benefited 3,500 enterprises engaging in import and export business, with major goods including aircraft materials, electronic components, and computer parts. Enterprises participating in this initiative come from nearly 20 provinces and municipalities including Fujian, Guangdong, Zhejiang, and Jiangsu, with local Fujian companies accounting for about 80 percent of the total.
