A proposal by the Suzhou municipal government to observe every Suzhou Entrepreneurs' Day on July 21 was recently approved by the Jiangsu provincial government.

The day is meant to create a more business-friendly atmosphere in the city, stimulate entrepreneurship, and take full advantage of local entrepreneurs.

Here are some key measures the city will take.

Firstly, it will firmly implement the negative list for market access. Market entities of all kinds will have equal access to fields excluded from the national negative list. Suzhou will fully enforce its policy for foreign investment management based on the pre-establishment national treatment and negative list. Management of foreign investment in fields not on the negative list shall be implemented in accordance with the principle of equality between domestic and foreign investment.

Secondly, it will adopt a "single-window system" to better serve expats in terms of their work and stay permits. Those applying for work and stay permits through single-window services can expect to have their applications finished within seven business days. It will also establish a credit mechanism for employers of foreign personnel, and employers that have been included on the credit list will enjoy convenience when applying for work permits for foreign employees.

Thirdly, the city will work to improve the trial mechanisms of the Suzhou International Commercial Court and provide convenient, intelligent and accurate judicial services for both domestic and foreign parties.
